Why are there so many radio stations, when there could be more television channels?

Another short answer is that radio stations require far less bandwidth, so you can have many radio stations to one television channel, to accommodate one more television channel you would have to shut down many radio stations. Freeview as it currently stands has a good balance of television channels and radio stations baring the above fact in mind.
